Team Leadership

In Chapter 2 (pages 27-31) there is a scenario about Team Leadership in Montclair, NJ. After reading this tell me your thoughts on what they were doing in leading that organization. You can take whatever angle you prefer, but some ideas are their efforts in recruiting, the implementation of technology in the agency, the outreach they did with the community, and the way they approached staffing problems with their employees. Obviously this article is only a few pages long and doesn't get into the long history, politics, and crime issues of the agency, but highlights a few things. 

I'm looking for you to identify leadership efforts and why you think they are effective or ineffective. I would think you could do this in about 2 pages. No outside research needed.
