Safer at home

You are the chief of a mid-size police department. Due to a pandemic virus, your state’s governor

has issued a “safer-at-home” edict and limited gatherings of people to no more than ten. He has

asked all police agencies to enforce the order and after a week of warnings, to begin issuing $250.00

fines to those not abiding by the order. Your jurisdictional area includes many persons who are

homeless, families with low incomes, and families whose culture and religion makes it difficult to

understand and abide by the stay-at-home orders.

After the first week, officers have issued 37 fines, most to people who can ill-afford them, which is

exacerbated by the circumstances. As a result, great dissatisfaction with your agency has been

expressed to the mayor from other elected officials, advocacy groups and the community in general

regarding the impact of these fines. You have been tasked by the Mayor’s Office to communicate

with these audiences to explain the action and arrive at a mutually acceptable resolution.

Outline your plan of action to include your over-arching goals, identifying unique audiences, tactics

for communicating, and your messaging. This assignment is not required to be submitted in APA

format, but does require a Reference section at the end using APA style.
