It is 2 a.m. You receive a dispatch for a building collapse in your first due area. As you arrive on scene, what you encounter is like nothing you have experienced before. A 12-story building has experienced a catastrophic cantilever collapse. The entire building collapsed with the exception of one side, which is precariously still standing.

Your radio report describes conditions to incoming units. You call for additional alarms and the appropriate specialized units. As you consider your initial strategy and your initial actions, people begin to emerge from neighboring buildings. You are aware that it is only a matter of time before additional agencies and the media start to descend on the scene. You now have to make decisions about further actions to take that will both contain the disaster scene and provide for the safety of emergency personnel, victims of the collapse, and bystanders.

After reviewing this scenario, explain how your organization might handle this incident. Describe your initial decision-making process by walking through the steps of risk management and conducting a risk-benefit analysis. Describe the major issues, potential strategies, and recommendations for the given situation, and explain how risk management can reduce the potential for injuries and fatalities.
